Richard Cummin was born in Co. Down circa 1818.¹

Richard's Royal Irish Constabulary service record (#4223) show that he was appointed on 23 March 1840 at age 22, height 5' 9-1/2", Protestant, and a native of Co. Down - curiously his previous occupation is given as 'None'. He was immediately assigned to Westmeath, where he appears to have served with an unblemished record.¹

He married Jane Noonan in Killucan, Co. Westmeath, on 3 June 1844.^1,2

He was pensioned out of the force on 1 April 1870 after serving 29 years and 11 months, with an annual pension of £36; the last payment was made to his wife Jane.³

Richard died on 14 January 1879 in Miltownpass, Co. Westmeath.^4,5,6 He was buried at the Cemetery on Mullingar road in Miltownpass.
